Who Can Apply for a Foreign Lawyer Licence
The Ministry of Justice issues foreign lawyer licences to qualified attorneys from recognised jurisdictions. Applicants must hold a valid practising certificate from their home bar, have at least three years of post-qualification experience, and provide a clean disciplinary record. The licence allows advice on international law and the lawyer’s home jurisdiction only.

Pathway to Full UAE Advocacy Rights
After three years of continuous licensed practice in the UAE, foreign lawyers may sit the Ministry of Justice advocacy exam. Passing the exam plus Arabic language certification allows conversion to a full UAE practising certificate, removing the foreign-law restriction.
