How Empower District Cooling Works
Empower supplies chilled water from central plants to buildings across Dubai. Instead of each villa or tower running its own chillers, the utility cools water once and pipes it to your property. You pay only for the cooling capacity you use, measured in refrigeration tons (TR).
2026 Pricing Structure
Current Empower rates include three parts. A one-time connection fee of AED 2,500 per TR covers installation of the heat exchanger and metering. A fixed monthly service charge of AED 85 per TR covers maintenance and metering. The variable consumption charge is AED 650 per TR per month when the system runs at full load, billed on actual metered usage.
Why the Total Bill Is Usually Lower
Central plants operate at higher efficiency than small building chillers. They use larger, modern compressors and free cooling during cooler months. For a typical 3-bedroom apartment using 4 TR, Empower charges around AED 2,800 in peak summer months. An equivalent standalone chiller system costs AED 3,400 to AED 4,100 once you add electricity at DEWA rates, filter changes, and annual servicing.
Who Pays What in Apartments Versus Villas
- Apartments: The building owner pays the connection fee. Residents receive a monthly Empower bill through the building management or directly from Empower.
- Villas and townhouses: Owners pay the connection fee and receive the bill directly. Some communities add a small admin fee of AED 50 to AED 100.
Tips to Keep Your Empower Bill Down
Set your thermostat to 24 degrees Celsius. Close blinds during the hottest hours. Ask your building management for the latest TR allocation letter so you only pay for the capacity you actually need.
